On December 1st, 2024, Chief Minister of Himachal Pradesh, Sukhu, addressed the state-level function in Shimla to mark World AIDS Day. The day is observed globally to raise awareness about HIV/AIDS, dispel myths surrounding the disease, and encourage preventive measures. CM Sukhu took this opportunity to speak about the steps the state government is taking to combat HIV and ensure that the people of Himachal Pradesh receive better healthcare services.

Government Efforts to Combat HIV in Himachal Pradesh
During his speech, CM Sukhu emphasized that the Himachal Pradesh government is committed not only to tackling HIV but also ensuring equal access to high-quality healthcare for all residents. Since the government’s formation, significant improvements have been made in both the education and healthcare sectors. In the past two years, the state has worked to create better infrastructure, including new medical colleges, advanced diagnostic technologies like MRI machines, and robotic surgery equipment in hospitals.
The Chief Minister mentioned that health reforms would soon become visible at all levels, from primary healthcare centers to specialized hospitals. He also highlighted that, in addition to HIV awareness, the government has focused on creating model healthcare institutions in every assembly constituency, ensuring the availability of doctors, nurses, and essential medical facilities.
Awareness Campaigns and Testing
CM Sukhu detailed the state’s efforts in raising awareness and conducting free HIV tests. Between August and October 2024, nearly 8 lakh people were reached with HIV prevention information. Additionally, free HIV testing was provided across 55 centers and two specialized testing buildings in the state. The government also conducted 234 HIV awareness camps in villages and towns, leading to over 500,000 tests. Those who tested positive for HIV were promptly connected to antiretroviral therapy (ART) centers for free treatment and medication.
In his address, Sukhu also spoke about the role of drug abuse in spreading HIV, noting that injecting drug use is a significant factor in the transmission of the virus. The government is actively tackling drug trafficking through stringent actions, including the seizure of properties linked to drug traders.
Youth Involvement in the Fight Against HIV
The Chief Minister appealed directly to the youth of Himachal Pradesh, urging them to play an active role in HIV prevention. He encouraged students and young people to educate their peers, share HIV-related information in their communities, and voluntarily participate in HIV testing. Sukhu stressed that involving young people in spreading awareness is key to preventing the spread of HIV and protecting future generations.
CM Sukhu’s Vision for an HIV-Free Himachal
Looking forward, CM Sukhu expressed his strong belief that through continued awareness campaigns and community involvement, Himachal Pradesh can become an HIV-free state. He noted that the state government is collaborating with various departments, educational institutions, and organizations to intensify efforts to fight HIV/AIDS. Sukhu called on everyone to join the battle against HIV, especially through initiatives like Red Ribbon Clubs, which promote awareness and testing in schools and communities.

The Role of Government and NGOs
In addition to CM Sukhu’s efforts, Health and Family Welfare Minister Dr. Dhani Ram Shandil reaffirmed the government’s commitment to eradicating HIV through constant awareness campaigns. These include reaching out to remote areas with educational programs and using social media to spread critical information. The state has also launched a toll-free helpline (1097) to provide accurate information and support to those affected by HIV.
HIV Awareness Marathon and Cultural Events
The day’s events included a marathon flagged off by CM Sukhu from his official residence, Oak Over, and concluded at Hotel Peterhoff. The marathon was part of the state’s efforts to spread HIV awareness, and the winners were honored by the Chief Minister. Additionally, a cultural program was organized to promote HIV awareness, with performances and informative sessions aimed at educating the public about the importance of safe practices and regular testing.

CM Sukhu’s commitment to making Himachal Pradesh an HIV-free state reflects the government’s dedication to improving public health. With a focus on education, healthcare, and awareness campaigns, the state is taking significant strides toward combating HIV/AIDS.
